طالبت روسيا الميليشيات الإيرانية بمغادرة مواقع عسكرية مهمة غرب حماة وقرب مدينة طرطوس وسط وغرب سوريا، لتفادي القصف الجوي الإسرائيلي، الذي ازدادت وتيرته خلال الأيام الأخيرة الماضية.
وكشف مصدر مقرّب من النظام السوري في تصريح لـ«الشرق الأوسط» أنه «خلال اجتماع ضم 3 ضباط روس ونظراء لهم إيرانيين، جرى الأربعاء في مطار حماة العسكري وسط سوريا، أبلغ الضباط الروس الجانب الإيراني بضرورة إخلاء مقار عسكرية إيرانية قريبة من موقع الفوج (49)، التابع لقوات النظام السوري - والذي يعتبر من أهم المواقع العسكرية (دفاع جوي) في غرب حماة لاحتوائه على طراز S200 ومعدات عسكرية أخرى روسية الصنع - وإخلاء موقع عسكري إيراني ثان في منطقة الحميدية جنوب محافظة طرطوس، لتفادي إعطاء الإسرائيليين ذريعة لمواصلة القصف مع بقاء الوجود الإيراني في هذا الجزء المهم من سوريا».
من جهة أخرى، حضّ مبعوث الخارجية الأميركية الخاص إلى سوريا نيكولاس جرانجر الأحزاب الكردية على العودة لطاولة الحوار وحل القضايا الخلافية العالقة بين طرفي الحركة السياسية، كما بحث التهديدات التركية ووعد بمزيد من الدعم.
وعقد جرانجر اجتماعات مع قادة «المجلس الوطني الكردي» المعارض ومسؤولي «الإدارة الذاتية» لشمال وشرق سوريا.
وقال عضو الهيئة الرئاسية للمجلس الكردي محمد إسماعيل في اتصال مع «الشرق الأوسط» إن الوفد الذي ترأسه جرانجر«أكد في بداية لقائه أنه مكلف من قبل الإدارة الأميركية للقاء جميع الأطراف والاستماع إليها، ونقل وجهة نظر واشنطن حول كثير من القضايا في سوريا».

Savaşı fitilleyen ve Mücteba Hamaney’i İran’ın Dini Lideri konumuna getiren hava saldırılarından altı ay sonra, ağır yaralanan Mücteba’nın hâlâ hiçbir şekilde kamuoyunun karşısına çıkmaması, ülke yönetiminin merkezinde büyük bir boşluk yaratıyor.

Şarku'l Avsat'ın Reuters’ten  aktardığına göre, İran’ın hem Ortadoğu’yu ateşe veren hem de zaten kırılgan olan ülke ekonomisine ağır darbeler vuran bir savaşla ilgili kader niteliğinde kararlarla karşı karşıya kaldığı bu dönemde, Mücteba Hamaney’in sağlık durumu ve üstlendiği role ilişkin soru işaretleri her geçen gün artıyor.

İranlı yetkililer ve ülke içindeki üst düzey kaynaklar, Hamaney’in görünümünü bozan ağır yaralarının tedavisini sürdürürken güvenlik gerekçeleriyle devleti perde arkasından yönettiğini ve ipleri elinde tuttuğunu belirtiyor. Günlük yönetim yetkilerinin ise geniş kapsamlı olarak üst düzey bir yetkili grubuna devredildiği ifade ediliyor.

Ancak savaşın başlamasından bir hafta sonra göreve atanmasından sonra kendisine ait tek bir fotoğraf, video veya ses kaydı dahi yayınlanmaması, sözünün son karar mercii olması gereken bir ülkede İranlılar arasındaki şüpheleri derinleştiriyor.

Washington’daki Ortadoğu Enstitüsü’nden Alex Vatanka durumu şu sözlerle değerlendiriyor: "Artık soru Mücteba’nın hayatta olup olmadığı değil; İran’ın hâlâ fiilen görevini yapan bir Dini Lideri olup olmadığıdır."

Hamaney’in İran halkına mesajları, haber bültenlerinde sunucular tarafından okunan sınırlı sayıdaki yazılı açıklamadan ibaret kaldı. Mücteba, geçen ay babası için düzenlenen bir haftalık cenaze merasimlerine bile katılmadı.

Üst düzey yetkililer ve konuya yakın kaynaklar, bu yokluğu suikast endişelerine bağlıyor; Dini Lider'in üst düzey yetkililerle sık sık toplantılar yaptığını, bütün kritik raporları incelediğini ve önemli konularda son kararı verdiğini savunuyor.

Nitekim Cumhurbaşkanı Mesud Pezeşkiyan, 10 Ağustos’ta Hamaney ile yedi saat süren bir toplantı gerçekleştirdiğini açıkladı.

Ancak bu durum, İran yönetimine en sadık radikal kesimler arasında bile şüphe uyandırmaya başladı. İran’ın dini eğitim merkezi olan Kum kentindeki bir Besic milis gücü üyesi, "Ülkeyi yönettiğine ve ipleri elinde tuttuğuna dair bize güven verecek şekilde liderimizin sesini duymaya veya bir işaret görmeye ihtiyacımız var" ifadelerini kullandı.

Hassas konuyu değerlendirmek için isminin gizli kalmasını isteyen Besic üyesi, Hamaney’in hâlâ kritik kararları aldığına inandığını ancak tek bir fotoğrafın bile olmamasının moral bozduğunu ve İran’ın çıkarına olmadığını ifade etti.

Yönetim muhalifleri veya kapsamlı reform isteyen İranlılar arasında ise tepkiler çok daha net. Tahran’da yaşayan ve ismini vermek istemeyen reform yanlısı iş insanı Şehruh, "Mücteba’nın öldürülmediğini nereden bileceğiz?" diye sorarak, "Karar alma süreçlerine katıldığını kanıtlamayı bir kenara bırakın, hayatta olduğuna dair tek bir işaretin bile olmaması hiç mantıklı değil" ifadelerini kullandı.

Satellite Images Show Bedrock and Glacier Collapsed on Nepal-China Border, Then Rivers Flooded

As rescue teams searched for missing people following catastrophic flooding along the Nepal-China border, Earth scientists reviewed satellite imagery for clues to the cause and assessed the devastation.

The flooding Wednesday killed hundreds of people in Nepal and Tibet, and hundreds more are missing, including foreigners and pilgrims.

Geomorphologists Kristen Cook and Dan Shugar said initial images from Nepal were obscured by clouds and dust from the debris, so they could only see that part of a glacier had broken off from Langtang Lirung peak, near the border with Tibet. In clearer images from Thursday, they said they could see that the bedrock underneath the glacier had collapsed, taking the massive chunk of ice down with it and sending boulders and ice into the valley.

“It shows the whole area without anything hidden, and we could see that, yes, it looked like there was not only this glacier that had failed, but a much larger chunk of the bedrock of the mountainside itself that had given way,” said Shugar, associate professor at the University of Calgary. “You have this big bedrock failure that took part of the glacier with it.”

Shugar said it’s heart-wrenching to look downstream from there on the images, to where people were living, and see how the debris has buried villages.

After slamming to the valley floor, the debris maintained its momentum through the steep, narrow valley as ice melted, said Cook, at the Université Grenoble Alpes in France. Water and mud several stories high swept through communities.

The Trishuli River surged during the flooding. Before and after satellite images of the Kolpurtar, Betrawati and Syapru Besi areas of Nepal show that the river is now much wider, and brown and black, because it overtopped its banks in some areas and filled with debris in others. The change in the color of the water shows how much sediment the flow was carrying, turning from greenish to very brown because it's full of mud, Cook said.

Towns and villages that were devastated along the river banks are submerged in debris and mud. They appear as areas of brown. Some houses are still poking through in an image of the Betrawati area.

The flooding toppled and swept away buildings in Syapru Besi, a popular tourist spot where a famous trek to Langtang begins. In before and after images, a side river is now wider too, because the flow was so powerful it pushed upstream.

The flooding “left a wasteland in its wake” that will take many years to recover from, said Alton Byers, a mountain geographer at the University of Colorado at Boulder. Byers lived in Nepal and now returns there yearly to study glacial hazards and work with communities to prepare. This is the largest glacier flood he has seen, by far.

Byers, faculty research scientist at the university's Institute of Arctic and Alpine Research, said he thinks Wednesday's flooding is related to climate change. The Earth's warming is melting glaciers and permafrost, causing instability and the breakage of massive amounts of snow and ice at high altitudes. That can be a catalyst for a series of cascading events, he said.

“All the indicators, to me, point to the impacts of warming trends,” he said. “In this case, the permafrost that for millennia has helped to hold together high-altitude rock and ice and soil and glaciers is now weakening and becoming unstable."

Cook and Shugar said that at this point, they can't say for sure there's a direct link to climate change. Slopes fail and landslides happen, Cook said, though permafrost is melting and that is destabilizing mountainsides.

“While we cannot at this point directly link this collapse to climate change, it is not unexpected to see more events of this type with a warming climate,” Cook said. “Not this big, hopefully not this big.”

Riyadh Launches ‘Digital District’ to Bolster Status as Global Hub for Talent, Innovation

The Royal Commission for Riyadh City (RCRC) announced Thursday the launch of the “Riyadh Digital District,” a strategic initiative designed to attract global technology talent, foster entrepreneurship and build a knowledge-based economy driven by digital leadership and technological innovation.

The initiative aims to strengthen Riyadh’s position as a global hub for technology talent and digital creativity and place it among the world’s top 10 technology districts, in line with Saudi Vision 2030.

Ibrahim bin Muhammad Al-Sultan, Minister of State, Cabinet member and CEO of the RCRC, said the initiative would help establish Riyadh as a global destination for technology companies, talent and digital entrepreneurship.

Al-Sultan expressed his gratitude to Custodian of the Two Holy Mosques King Salman bin Abdulaziz and Prince Mohammed bin Salman, Crown Prince and Prime Minister, for their support of the commission’s projects.

“This step reflects the leadership’s commitment to advancing the capital toward global leadership in promising future sectors,” he said, adding that it supports Vision 2030 goals of building a diversified and prosperous economy based on digital leadership and technological innovation.

The district will focus on attracting companies and specialized talent in six key fields: Artificial Intelligence and Big Data, Cybersecurity, Computing and Cloud Services, the Internet of Things (IoT), Blockchain Technologies, and Robotics and Unmanned Aerial Systems. These sectors account for the majority of global investments in technology innovation companies, highlighting their pivotal role in driving future growth and technological advancement.

Overseen by the RCRC, the Digital District is conceived as an integrated digital business ecosystem within Riyadh, bringing together technology companies, talent and investment.

It will provide a supportive technical and regulatory environment for global and regional technology companies and startups seeking to establish operations in Riyadh and expand across the Middle East and North Africa.

Companies will have access to dedicated spaces near technology firms and communities, as well as opportunities to collaborate with government agencies and the private sector.

The initiative also seeks to develop digital skills, attract investment and create sustainable jobs by helping companies build technology teams and expand their Riyadh operations.

Regular meetings and open events will bring together founders, engineers, researchers and investors to foster an active technology community.
