أنواع الفراشات في بريطانيا انخفضت 80 % منذ عام 1970

كشف تقرير جديد عن أن أنواع الفراشات في المملكة المتحدة انخفضت إلى نحو 80 % منذ السبعينات، حسب صحيفة «الإندبندنت» البريطانية.
وقال علماء في الجمعية الخيرية للحفاظ على الفراشات للحياة البرية، الذين أصدروا تقريراً عن حالة الفراشات في المملكة المتحدة لعام 2022، إن انخفاض الحشرات الملونة يشير إلى أزمة أوسع نطاقاً في التنوع البيولوجي.
وباستخدام البيانات التي جمعها المتطوعون في جميع أنحاء البلد، قاس العلماء وفرة الفراشات وتوزيعها، ووجدوا أن فراشات الموائل المعينة، مثل تلك التي تعتمد على الأراضي العشبية الغنية بالزهور، والأراضي الرطبة، والأراضي المشجرة، قد انخفضت بنسبة 27 في المائة، واختفت من ثلثي المنطقة التي كانت تحتلها في عام 1976.
أما الأنواع الأخرى القادرة على التكاثر في البيئات الحضرية أو المزارع فقد كانت أكثر قدرة على الصمود، لكنها كمجموعة ما زالت تنخفض بنسبة 17 في المائة من حيث الأعداد، وبنسبة 8 في المائة من حيث التوزيع.
كما أظهرت البيانات أن بعض أنواع الفراشات الجنوبية تنتشر شمالاً مع المناخ الدافئ. وقد زاد نطاق توزيع فراشات «الفاصلة» بنسبة 94 في المائة منذ عام 1976، بينما زاد تعدادها بنسبة 203 في المائة.
ولكن تبين أن معظم الأنواع مُقيدة بالتغيرات المناخية، وكذلك بعوامل بشرية أخرى مثل الزراعة، والتنمية الحضرية، والتلوث.
وتُصنف «جمعية حماية الفراشات» نصف الأنواع المتبقية من الفراشات في المملكة المتحدة بأنها مُهددة أو قريبة من التهديد، وأدرجتها على قائمة حمراء من الأنواع المعرضة للخطر.
وقال الدكتور ريتشارد فوكس، كبير مؤلفي التقرير، «إذا كانت الفراشات قد اختفت، فإننا لن نلاحظ أي آثار فورية هائلة. لكن هذا ليس هو المقصود حقاً».

ترمب يعلن عن صفقة «ضخمة» لشراء أسمدة من بيلاروسيا حليفة موسكو

أعلن الرئيس الأميركي دونالد ترامب الاثنين عبر منصته «تروث سوشال» أنه بصدد التحضير لاتفاق «ضخم» لشراء البوتاس، وهو معدن يُستخدم بشكل أساسي كسماد، مع بيلاروسيا حليفة روسيا.

وأضاف الرئيس الأميركي أن «الأسعار ستكون أقل بكثير مما ندفعه اليوم لكندا»، التي تُعد حاليا المورّد الأول للولايات المتحدة بفارق كبير. ويأتي هذا الإعلان في ظل نزاع تجاري محتدم بين الولايات المتحدة وكندا.

وتستورد الولايات المتحدة كل كميات البوتاس المستخدمة في البلاد تقريبا. ففي عام 2024، جاءت 79% من هذه الواردات من كندا، تلتها بفارق كبير روسيا (11%) وبيلاروسيا (4%)، وذلك وفق بيانات هيئة «يو أس جي أس» الحكومية الأميركية.

وكان الغزو الروسي لأوكرانيا عام 2022 قد أدى إلى ارتفاع حاد في أسعار البوتاس. ورغم أن الأسعار انخفضت قليلا بعد ذلك، إلا أنها لا تزال عند مستويات مرتفعة.

في الأسبوع الماضي أفرجت بيلاروسيا عن 25 سجينا سياسيا بالتزامن مع رفع واشنطن لعقوبات عن شركتين بالبلاد. لكن ما زال المئات يقبعون في سجون بيلاروسيا، الموالية لموسكو، بعد أن قمَع رئيسها ألكسندر لوكاشنكو، الذي يحكم البلاد منذ عام 1994، الاحتجاجات ضد إعادة انتخابه في عام 2020.

وفرضت الدول الغربية عقوبات على بيلاروسيا عام 2020، وقيودا إضافية عام 2022 بعد أن سمحت لموسكو بغزو أوكرانيا عبر أراضيها. وحذّرت زعيمة المعارضة البيلاروسية في المنفى سفيتلانا تيخانوفسكايا من أن أي اتفاق مع لوكاشنكو ينطوي على «مخاطر كبيرة جدا».

وقالت تيخانوفسكايا لوكالة الصحافة الفرنسية «موقفنا هو أن الوقت ليس مناسبا لإجراء تعاملات تجارية مع النظام، فيما تذهب جميع عائدات البوتاس إلى تمويل القمع ودعم آلة الحرب الروسية». لكنها لفتت إلى أنها تعتقد أن الأميركيين «يعرفون تماما من هو لوكاشنكو».

Paramount Skydance emerged victorious on Monday from a legal battle over its $110 billion acquisition of Warner Bros Discovery after settling with a California-led group of US states and a Hollywood writers union, paving the way for one of the largest media mergers in history.

The settlement marks a major win for Paramount CEO David Ellison, who battled the states for months to finalize a deal that would dramatically concentrate power across Hollywood's film, TV, streaming and news businesses.

Paramount agreed to abide by temporary film quotas and a news oversight committee, avoiding a forced sale of cable assets such as CNN or any of its lucrative film franchises.

The settlement delighted Warner Bros shareholders, but drew criticism from opponents of the merger who say it will hurt Hollywood jobs. Shares ‌of Paramount pared ‌back earlier gains on Monday, while Warner Bros Discovery surged more than 10%.

The Writers ‌Guild ⁠of America settled ⁠its parallel case against Paramount, while saying it still believes the deal will damage the industry. The states' settlement forced the union to "contend with the reality of forging ahead alone, with no backing from government enforcers" in a complex case that would have cost millions of dollars.

California Attorney General Rob Bonta called the settlement "a strong antitrust outcome."

"More production, more choice, and guardrails that keep this industry competitive. I don't think these two companies should merge, but that's not something that we are focused on with our resolution here," he said at a press conference in Los Angeles.

Paramount ⁠promised in the state settlement to bring more film production to the US — ‌spending at least $300 million more each year in domestic production — and adhere ‌to US theatrical release quotas for five years.

The company will produce 30 movies in each of the first two years ‌of the deal, and 32 movies in each of the following three years, Bonta said. Each year, ‌at least four of those films must be independent films and at least 20% must be blockbusters. If it falls below that threshold, it will pay $30 million per film, most of it into funds to support workers.

Paramount also promised not to raise rates on theater operators for three years.

Under the settlement terms, Paramount will establish a news editorial independence board to ensure independence ‌at the CBS and CNN networks.

Reuters first reported on Friday that Paramount and the states could settle as soon as the weekend.

Ellison thanked the states and ⁠California Governor Gavin Newsom for ⁠his support throughout the process.

"Our goal has always been to build a stronger Hollywood — one with more stories told, greater choice for consumers and stronger competition," he said in a statement.

While Trump administration regulators cleared the deal, a coalition of 12 state attorneys general, led by California's Bonta, sued in July to block the merger, arguing it would reduce competition and create a media behemoth with the power to raise prices in movies and television.

The Writers Guild also sued to stop the deal, arguing it would decrease pay and worsen working conditions for film and TV writers.

The companies said earlier this year the merger will mean $6 billion in savings, through moves including cost cuts that would likely affect jobs across Hollywood as well as in the CNN and CBS newsrooms. The combined company is expected to hold $80 billion in debt.

The settlement helps Paramount avoid a $7 million-a-day "ticking fee" it would have owed Warner shareholders for each day the deal does not close past September 30.

Antitrust regulators in other jurisdictions globally, including the European Union and Britain, have already cleared the deal.

The World Bank and International Monetary Fund said on Monday that both their executive boards had approved proposed reforms of their joint framework for evaluating the debt of low-income countries to reflect a more complex and riskier environment.

A joint review, the first since 2017, recommended changes in several areas, including beefing up the analysis of domestic debt held by poor countries, and broadening consideration of long-term development challenges, including climate change. It stopped short of calling for a wholesale redesign.

The reforms are intended to refine how the IMF and World Bank measure a country's debt-carrying capacity and provide new tools to better differentiate between countries facing some risk of debt stress and those whose debt is deemed unsustainable.

The World Bank and IMF said they would also work ‌to enhance the tools ‌and stress tests used to ensure the consistency and accuracy of forecasts, while ‌encouraging ⁠countries to improve reporting ⁠and transparency of their debt data. They left the discount rate used in making assessments unchanged at 5%.

"Overall, our goal is a very practical one. It is to help countries identify vulnerabilities earlier and also more precisely, so that they can make better-informed financing choices and better-informed policy choices," said Allison Holland, who worked on the new debt sustainability framework and now serves as deputy director in the IMF's African Department.

Holland said recent shocks had reversed improvements in the debt landscape seen since 2021, taking the number of countries at high risk or already in debt distress back ⁠to pre-pandemic levels.

"Around 14% of low-income countries are in debt distress, and another 33% ‌are at high risk. About 23% of emerging market countries are at ‌high risk of overall sovereign stress," she said.

The revised framework could help inform a debt restructuring requested earlier this month ‌by Senegal in exchange for a $2.2 billion IMF bailout two years after a hidden debt scandal that pushed ‌it into crisis. The IMF has said it will assess Senegal's debt sustainability using the current framework, "while taking into account the implications of the transition" to the new one.

The IMF has not provided details on how the revised framework — with consideration of domestic debt — could affect Senegal's debt restructuring.

TAKING EFFECT IN SECOND HALF OF 2027

The changes, which will become operational in the second half ‌of 2027, should help countries better assess how much they can invest in needed development and climate adaptation measures while containing debt vulnerabilities over the long ⁠term, the IMF and World ⁠Bank said.

A review completed in July confirmed that the debt sustainability framework, first introduced in 2005, had worked well to identify debt distress episodes ahead of time and help countries make informed borrowing and lending decisions.

But it recommended changes to account for higher debt levels in many low-income countries and a shift in financing sources to include more domestic and external borrowing on commercial terms. The IMF and World Bank have a separate framework for assessing the debt sustainability of advanced and emerging market economies that will be reviewed in coming years.

The IMF said near- and medium-term economic projections that feed into the analyses had generally been reliable, but longer-term forecasts of exports and revenues had shown some "optimism bias" and left data gaps, including for state-owned enterprises.

The new framework introduces a long-term module to add granularity to risk assessments, as well as specific thresholds for overall public debt stress.

But IMF board members agreed to temporarily hold off publishing the models used to assess unsustainable debt to give time to adjust to the new methodologies. Stand-alone staff notes would be used to share data with the board for now, it said.
