أظهرت مقابلات أجريت مع مدنيين خاضوا تجربة العيش في مناطق خاضعة لسيطرة «داعش» في العراق وسوريا، أن مسلحي هذا التنظيم المتشدد خلقوا مجتمعًا وحشيًا تتمايز فيه حياة المقاتلين الوافدين من الخارج عن السكان المحليين.
وتظهر شهادات هؤلاء أن المقاتلين الأجانب وعائلاتهم يحصلون على مساكن مجانية ورعاية صحية وتعليم ديني، بل ويستفيدون من خدمة توصيل الوجبات إلى المنازل، إضافة إلى حصولهم على رواتب يجمع معظمها من الضرائب والرسوم المفروضة على السكان. ففي مدينة هيت بغرب العراق مثلاً، تخرج وقت العشاء شاحنات محملة بوجبات ساخنة إلى المقاتلين العزاب، تعدها مجموعة من النساء قدمن من أوروبا ودول عربية للانضمام إلى «داعش» في مطابخ جماعية. ويجري توصيل هذه الوجبات إلى منازل صودرت من أناس فروا من منازلهم أو لقوا حتفهم، حسبما يذكر عمدة المدينة السابق حكمت الغود. ويقول الغود (41 عاما) الذي فر في أبريل (نيسان) الماضي ويقسم وقته الآن بين بغداد والعاصمة الأردنية عمان «إننا نكرههم».
ويقول أبناء المدن والبلدات التي سيطر عليها «داعش» إنهم لا يواجهون الوحشية المعتادة المتمثلة في قطع الرؤوس واتخاذ نساء بعض الأقليات سبايا فحسب، بل إنهم يعانون أيضًا من نقص حاد في أساسيات الحياة اليومية. ويقول محمد أحمد، 43 عامًا، وهو موظف سابق في جامعة الدول العربية من دير الزور، وهي بلدة قريبة من الرقة، عاصمة دولة «داعش» المزعومة في شمال سوريا «لقد عدنا إلى العصر الحجري».
ولا تصل الكهرباء إلى الكثير من هؤلاء السكان سوى ساعة واحدة أو ساعتين في اليوم، بينما تمر أيام كاملة على بعض المنازل من دون مياه جارية. الوظائف نادرة ولذا لا يتمكن كثيرون من توفير ثمن الغذاء الذي تضاعف 3 مرات أو أكثر. كما أن الرعاية الطبية سيئة، ومعظم المدارس أغلقت أبوابها، والسفر خارج مناطق «داعش» بات محظورًا بقوة السلاح.

Colombian volunteers and rescuers cleared rubble with their bare hands and buckets to search for survivors early Tuesday after the country's strongest earthquake in a decade killed at least 132 people and smashed dozens of buildings.

The 7.4-magnitude quake struck cities across Colombia's western region shortly after 7:30 am (1230 GMT), sending panicked residents onto the streets, AFP journalists saw.

The quake killed 132 people and injured more than 570 as of Monday afternoon, according to the Colombian Association of Capital Cities, a group coordinating major cities across the country.

Colombian President Abelardo de la Espriella -- just three days after being sworn into the job -- declared a state of emergency and vowed a concerted rescue effort.

De la Espriella said earlier the death toll was 111.

The city of Pereira, which was among those hit hardest, was mostly plunged into darkness amid power outages on Monday night as volunteers probed for signs of life under collapsed buildings.

"We're without power. This seems honestly like a zombie city," resident Juan David Gaitan told AFP.

Tattoo artist Andres Hernandez said he was worried about his family and friends, adding that he would stay awake because structures around him were "on the verge of collapsing."

Hernandez recalled being asleep at home when the quake happened and rushing into the street for safety, as the quake devastated the city in the heart of Colombia's coffee-growing region.

"It was a movie scene, because I saw the poles, the cables, everything moving. I'm worried about my family, my friends," he said.

There were scenes of destruction in several cities, with furniture and fabrics sandwiched between concrete, walls and floors tossed into irregular angles, and cabling strewn across roads.

In Manizales, the quake crumpled a tower of the city's beloved neo-Gothic cathedral.

In Quibdo, the capital of Colombia's Choco department, local official Jenny Rivas said public services and communications "have been virtually shut down."

"People ran out naked, people jumped from the second floor of their homes," Quibdo resident and law student Wilmer Cuesta recalled.

Dentist Julian Pena said he "ran outside carrying nothing" after feeling very strong shaking and found hundreds doing the same.

"People were praying in the street. It was overwhelming," he told AFP.

"There are many buildings with gaps, with cracks. There are others that have completely collapsed."

- Overnight searches -

The quake was felt across Colombia, including the capital Bogota, where crowds rushed out into the street in their pyjamas.

At a depth of 110 kilometers (68 miles), the quake was also felt in neighboring Ecuador and Panama.

Experts at the US Geological Survey said the quake was likely caused by movement along a deep fault within the Nazca tectonic plate.

Hospitals in five Colombian cities were put on red alert Monday and a nighttime curfew was declared in Cali, according to local authorities.

At least six local airports suspended operations, the civil aeronautics agency said.

Colombian pop megastar Shakira led the calls for unity.

"All my strength and love to my homeland. Let's hold each other tight," she said.

In Cali, Colombia's third-largest city, volunteers quickly went to work with picks, basic tools and their hands to try to find survivors.

"Getting here was unbelievable. It felt like the end of the world -- cars and motorcycles driving the wrong way, everyone searching for their loved ones," said volunteer rescue worker Nelson Moreno.

"What we need now are flashlights and goggles" to keep working through the night, he said.

Rescuers formed human chains to remove bricks and masonry, stopping every few minutes to listen for signs of life from those trapped below.

"We are trying to get everyone out alive," said Andres Felipe Mejia, another volunteer.

"A lot of people have come, with supplies, with food, helping the firefighters, helping the people," he said.

- International support -

The devastation comes less than two months after powerful twin quakes rattled neighboring Venezuela, killing over 6,300 people and leaving tens of thousands homeless.

Messages of support came in from countries across the region and the world.

Secretary of State Marco Rubio said the United States was "closely monitoring" the situation and "stands ready to support the people of Colombia."

The US later announced $15.5 million in emergency relief.

European Union chief Ursula von der Leyen said the EU had mobilized Copernicus, a satellite service, to help with rescue operations.

Israel, Mexico, Ecuador and France also offered assistance.

Saudi Arabia’s auto market is moving toward greater discipline and competition as the Ministry of Commerce steps up oversight of dealers, seeking to strengthen consumer protection and improve compliance with after-sales service requirements.

The ministry announced it had suspended an auto dealership, barred it from importing vehicles and fined it SAR 8.12 million ($2.1 million) after recording 175 violations. These included failure to provide spare parts and replacement vehicles to customers during maintenance, as well as other breaches involving consumer rights, the Commercial Agencies Law and its implementing regulations.

The ministry investigated the violations, contacted affected consumers and followed up to ensure they received their rights and due compensation, including replacement vehicles.

It also summoned the manufacturer, oversaw corrective measures and recall campaigns, and began transferring the brand to another dealer after verifying its readiness and ability to provide the necessary services.

Mohammed Al-Farraj, chief asset management officer at Arbah Capital, told Asharq Al-Awsat that Saudi Arabia’s large auto market and sustained demand make it one of the region’s most attractive, supported by population and economic growth, expansion of the non-oil economy and mega-projects, and growth in tourism and logistics.

The availability and variety of financing options play a key role in supporting demand, particularly because cars are a necessity for a large segment of the population rather than a luxury, Al-Farraj noted.

Market performance is influenced by vehicle prices, financing costs, income levels and supply, as well as competition among brands and the quality of after-sales services.

Al-Farraj described the ministry’s tougher oversight as a positive step toward protecting consumers and improving market discipline, stressing that a dealer’s obligations do not end with a sale but extend to warranties, maintenance, spare parts and replacement vehicles when needed.

Stronger after-sales compliance should bolster market confidence and gradually shift competition toward quality and reliability rather than price alone.

Al-Farraj expects intensifying competition to push dealers to focus more on the value offered throughout vehicle ownership, including total cost of ownership and customer service.

أبقى البنك المركزي الأسترالي سعر الفائدة النقدي دون تغيير عند 4.35 في المائة للاجتماع الثاني على التوالي يوم الثلاثاء، مشيراً إلى أن الاقتصاد يتباطأ وفقاً للتوقعات، لكنه حذّر من أنه قد يضطر إلى رفع الفائدة مجدداً إذا اقتضت الحاجة إلى السيطرة على التضخم.

واتخذت محافظة البنك المركزي الأسترالي، ميشيل بولوك، نبرة متشددة خلال المؤتمر الصحافي الذي أعقب اجتماع السياسة النقدية، إذ قالت إنها ترى شخصياً أن من «المحتمل جداً» أن تحتاج أسعار الفائدة إلى الارتفاع مجدداً، ما يبقي احتمال تنفيذ رابع زيادة في أسعار الفائدة هذا العام قائماً، وفق «رويترز».

وفي ختام اجتماع السياسة النقدية لشهر أغسطس (آب) الحالي، قال البنك المركزي إن الطلب الكلي يجب أن يظل ضعيفاً للحد من الضغوط على الطاقة الإنتاجية، مؤكداً أنه سيتخذ ما يلزم لإعادة التضخم إلى المستوى المستهدف، بما في ذلك رفع سعر الفائدة النقدي مجدداً إذا تحققت مخاطر صعودية.

وكانت الأسواق قد رجحت الإبقاء على أسعار الفائدة دون تغيير، بعدما جاءت بيانات التضخم أقل من التوقعات خلال الربع الثاني، في حين شهدت سوق الإسكان ضعفاً أكبر مما توقعه صانعو السياسة النقدية.

وقالت بولوك إن مجلس الإدارة ناقش هذه المرة رفع أسعار الفائدة، على خلاف اجتماع يونيو (حزيران) الماضي، في ظل تجدد تصعيد الصراع في الشرق الأوسط، مشيرة إلى أن المجلس يدرس بعناية التوقيت المناسب لرفع الفائدة.

وأضافت: «سنرفعها مجدداً إذا اقتضت الحاجة. وأعتقد شخصياً أنه من المحتمل جداً أن نحتاج إلى ذلك، لكننا سننتظر لنرى ما ستظهره البيانات».

وكان البنك المركزي الأسترالي قد رفع أسعار الفائدة بمقدار 75 نقطة أساس منذ بداية العام، ليعكس بالكامل حجم التيسير النقدي الذي نفّذه في 2025، في ظل محاولاته كبح ضغوط التضخم المستمرة في الاقتصاد، والمدفوعة بارتفاع تكاليف الطاقة.

وقالت بولوك الشهر الماضي إن الاقتصاد قد يحتاج إلى مزيد من التباطؤ حتى ينخفض التضخم.

وجاء قرار الثلاثاء بالإجماع ومتوافقاً إلى حد كبير مع التوقعات. واستقر الدولار الأسترالي عند 0.7055 دولار أميركي، في حين ارتفعت عوائد السندات الحكومية لأجل ثلاث سنوات بمقدار نقطتي أساس إلى 4.572 في المائة.

وبعد تصريحات بولوك المتشددة، أظهرت عقود مبادلة أسعار الفائدة أن الأسواق تسعّر احتمالاً بنحو 50 في المائة لرفع الفائدة في نوفمبر (تشرين الثاني) المقبل، فيما تشير التسعيرات إلى احتمال يبلغ 80 في المائة لتنفيذ زيادة بحلول أوائل العام المقبل.

تباطؤ سوق الإسكان

أدت تكاليف الاقتراض المرتفعة إلى وضع حد مفاجئ لطفرة قياسية في سوق الإسكان، مع تراجع معدلات تصفية المزادات، وانخفاض حاد في طلبات القروض، وتراجع المبيعات، في مؤشرات على استمرار صعوبة الأوضاع في الفترة المقبلة.

ومع ذلك، ظل إنفاق المستهلكين متماسكاً، وواصلت سوق العمل إضافة المزيد من الوظائف، في حين أبقى تجدد التصعيد في الصراع بالشرق الأوسط صناع السياسة النقدية في حالة تأهب، تحسباً لانتقال آثار ارتفاع أسعار النفط إلى قطاعات أخرى من الاقتصاد.

وجاءت بيانات التضخم للربع الثاني، التي تحظى بمتابعة وثيقة، أقل من التوقعات، ما منح البنك المركزي الأسترالي مجالاً للإبقاء على أسعار الفائدة دون تغيير هذا الشهر.

وأظهرت التوقعات المحدثة للبنك المركزي أن التضخم يُرجح أن يعود إلى نطاقه المستهدف البالغ 2 في المائة إلى 3 في المائة في النصف الثاني من العام المقبل، وهو إطار زمني وصفته بولوك بأنه «معقول» في ضوء الصدمات الاقتصادية التي شهدها الاقتصاد خلال السنوات الأخيرة.

ومن المتوقع أن يتباطأ تضخم أسعار المستهلكين إلى 3.6 في المائة بنهاية العام، مقارنة بـ3.9 في المائة خلال الربع الثاني، ثم إلى 2.6 في المائة بنهاية عام 2027.

وقالت كبيرة الاقتصاديين لمنطقة أوقيانوسيا لدى «إي واي»، شيريل مورفي: «لا ينبغي تفسير قرار اليوم باعتباره مؤشراً على انتهاء مخاطر التضخم، إذ أشار البنك المركزي إلى أنه لا يزال متيقظاً للمخاطر الصعودية ومستعداً للتحرك لمواجهتها».

وأضافت: «ما زلنا نرى خطراً ملموساً لحدوث مزيد من التشديد النقدي في وقت لاحق من هذا العام، إذا ثبت، كما نتوقع، أن التضخم أكثر استمراراً مما يتوقعه البنك المركزي حالياً».
