أظهر تحليل جديد صادر عن مكتب الموازنة في الكونغرس الأميركي، أن النسخة التي أقرها مجلس النواب من مشروع قانون الضرائب والإنفاق المقدم من الحزب الجمهوري، ستضيف 2.8 تريليون دولار إلى عجز الموازنة الأميركية خلال العقد المقبل، وذلك بعد احتساب التأثيرات الاقتصادية الأشمل التي يُتوقع أن يتركها التشريع على الاقتصاد والموازنة الفيدرالية.

تتجاوز هذه التقديرات الجديدة الرقم السابق البالغ 2.4 تريليون دولار، والذي لم يكن يشمل ما يُعرف بالتأثيرات الديناميكية. وذكر المكتب غير الحزبي في بيان، يوم الثلاثاء، أن ارتفاع أسعار الفائدة الناجم عن التشريع سيضيف 441 مليار دولار إلى العجز خلال 10 سنوات، مقابل خفض طفيف قدره 85 مليار دولار في الاقتراض، يُعزى إلى تأثيرات اقتصادية إيجابية، معظمها ناتج عن تسارع النمو.

وكان مكتب الموازنة في الكونغرس قد أصدر تحليله الثابت للتقييم في وقت سابق من هذا الشهر، مقدراً أن مشروع قانون ترمب سيُطلق تريليونات الدولارات من التخفيضات الضريبية ويخفض الإنفاق، ولكنه سيزيد أيضاً من العجز بمقدار 2.4 تريليون دولار على مدى العقد، ويترك نحو 10.9 مليون شخص إضافي من دون تأمين صحي.

وصرح مارك غولدوين، نائب الرئيس الأول ومدير السياسات الأول في لجنة الموازنة الفيدرالية المسؤولة، يوم الثلاثاء، على وسائل التواصل الاجتماعي، أنه بالنظر إلى التحليل الديناميكي الجديد: «فإنه لا يغطي تكاليفه بالكامل فقط؛ بل إنه لا يغطي تكاليف أي جزء منه».

لحظة حاسمة

يأتي هذا التحليل في لحظة حاسمة؛ إذ يضغط ترمب على الكونغرس؛ حيث يسيطر الجمهوريون على الأغلبية، لإرسال المنتج النهائي إلى مكتبه ليصبح قانوناً بحلول الرابع من يوليو (تموز).

وسعى وزير الخزانة سكوت بيسنت وجمهوريون آخرون إلى تشويه سمعة مكتب الموازنة في الكونغرس، قائلين إن المنظمة لا تُعطي تقديراً كافياً للنمو الاقتصادي الذي سيُحدثه مشروع القانون.

وكشف الجمهوريون في لجنة المالية بمجلس الشيوخ، يوم الاثنين، عن اقتراح لتخفيضات أكبر في برنامج «ميديكيد»، بما في ذلك متطلبات عمل جديدة لآباء المراهقين، كوسيلة لتعويض تكاليف جعل الإعفاءات الضريبية لترمب أكثر ديمومة، وذلك في مسودة تشريع كُشف عنها لمشروع قانون وصفه بأنه ضخم وجميل.

واستثنى الاقتراح الأول لمجلس النواب بشأن متطلبات العمل الجديدة لبرنامج «ميديكيد» الآباء الذين لديهم مُعالين. ولكن نسخة مجلس الشيوخ وسّعت نطاق هذا الشرط ليشمل آباء الأطفال الذين تزيد أعمارهم عن 14 عاماً، كجزء من جهودهم لمكافحة الهدر في البرنامج، وتعزيز المسؤولية الشخصية. وأبقت مقترحات الجمهوريين على خصم الـ10 آلاف دولار الحالية من ضرائب الولاية والمحلية، والمعروف باسم «سولت»، ما أثار ردود فعل سريعة من المشرّعين الجمهوريين من نيويورك وغيرها من الولايات ذات الضرائب المرتفعة، الذين ناضلوا من أجل وضع حد أقصى قدره 40 ألفاً في مشروع القانون الذي أقره مجلس النواب. وأصرّ أعضاء مجلس الشيوخ على استمرار المفاوضات.

وصرح بيسنت يوم الثلاثاء بأن مقترح الجمهوريين في مجلس الشيوخ لمشروع قانون تخفيضات الضرائب «سيوفر الاستقرار واليقين اللذين يتطلع إليهما دافعو الضرائب، الأفراد والشركات على حد سواء، مما يدفع عجلة النمو ويطلق العنان للاقتصاد الأميركي». وقال في بيان صحافي: «نتطلع إلى مواصلة العمل مع مجلسي الشيوخ والنواب لتحسين هذا القانون، ورفعه إلى مكتب الرئيس ترمب».

وأصدر مكتب الموازنة تحليلاً منفصلاً آخر حول مشروع قانون الضرائب، الأسبوع الماضي، يتضمن نظرة على كيفية تأثير هذا الإجراء على الأسر، بناءً على توزيع الدخل. ويقدر التحليل أن مشروع القانون سيكلف أفقر الأميركيين نحو 1600 دولار سنوياً، بينما سيزيد دخل أغنى الأسر بمعدل 12 ألف دولار سنوياً.

Coral Bleaching Occurring Too Frequently for Reefs to Recover, Scientists Say

Coral reefs are experiencing bleaching events so frequently that they no longer have time to recover before the next one strikes, with global coral cover now well below normal levels and at risk of irreversible decline, scientists said on Monday.

The world's coral reefs sustain a quarter of all marine life, make coastlines more resilient and provide food and livelihoods for millions of people, but their survival has been threatened by pollution and increasingly frequent mass bleaching caused by soaring ocean heat.

The gap between bleaching events once stretched for decades, but now averages just five or six years, a group of ‌scientists known as the ‌Global Coral Reef Monitoring Network said in a report based ‌on ⁠more than 40 ⁠years of data from nearly 37,000 reef sites in 120 countries and territories.

"If we give them enough time, they have the capacity to recover," lead author Manuel Gonzalez Rivero said. "But we haven't seen that amount of time being allowed. In fact, the frequency of those bleaching events has pretty much doubled."

Bleaching occurs when corals expel the colorful algae living in their tissues. Without the algae delivering nutrients to the corals, they become pale and vulnerable to starvation and disease. While a ⁠bleached coral is not dead, ocean temperatures need to cool off if ‌it is to have any hope of recovery.

The ‌report's release comes as Pacific leaders gather in Palau on Monday for the annual Pacific Islands Forum. ‌The leaders are expected to coordinate climate priorities before the COP31 climate conference later this ‌year.

Its findings provide further evidence of the impact that climate change is having on fragile coral reef ecosystems, with hard coral cover shrinking 9.5% below the historical average over the 2020-2024 period.

"We had 40 years of coral cover around the world that had remained relatively unchanged until 2010," Gonzalez Rivero said. "Since 2010 ‌there has been a very steep change."

'STAIRCASE OF DECLINE'

Scientists recorded the world's first mass bleaching event in 1998 and three more ⁠have occurred since 2010.

When ⁠temperatures fall, the reefs can recover relatively quickly. Over 2017-2019, reefs gained 6% coral cover, nearly offsetting the 6.6% loss from the 2016 bleaching event.

The latest bleaching in 2023 was the most extensive on record, impacting 77% of the world's coral reef areas, part of what Gonzalez Rivero described as a "staircase of decline".

With El Niño weather patterns intensifying and ocean surface temperatures reaching a record high of 21.1 degrees Celsius (69.98°F) on August 22, another bleaching event could strike the world's reefs this year, he said.

"It is very likely given the temperatures."

Rapid cuts in emissions and the management of local threats — including unsustainable fishing and excessive coastal development — could limit further losses, the report said.

"We must act now to halt this decline and invest in solutions that reduce pressures and build resilience," said David Obura, chair of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services.

"Delayed action risks locking in irreversible losses."

President Joseph Aoun renewed on Sunday his full commitment to ensuring that weapons remain exclusively in the hands of the Lebanese state and that the Lebanese army extends its authority across the entire country.

He rejected any attempt to use southern Lebanon as a “bargaining chip,” as Hezbollah continues to challenge the state’s approach to the issue of weapons and the south. Hezbollah maintains that steadfastness, despite losses and sacrifices, constitutes a victory in its confrontation with Israel.

Weapons Must Remain in State Hands

President Joseph Aoun said on the 48th anniversary of the disappearance of Imam Musa al-Sadr and his two companions that the case remains an “open national and humanitarian issue,” stressing that the state would continue to seek the truth about their fate and pursue the matter at both the bilateral and international levels.

Aoun recalled al-Sadr’s positions on southern Lebanon, saying he had “rejected allowing the south to remain a forgotten area or a bargaining chip”. He also called for the state to assume full responsibility for the south and emphasized that weapons and security should remain under state authority.

The President said Lebanon, amid continued Israeli attacks and violations of the cessation of hostilities, “reaffirms its full commitment to ensuring that legitimate weapons remain exclusively in the hands of the Lebanese state and to extending the authority of the Lebanese army across all Lebanese territory,” in implementation of UN Security Council Resolution 1701 and to safeguard Lebanon’s full sovereignty.

Ministerial Sources: Qassem’s Rhetoric is Part of Hezbollah’s Approach

Meanwhile, Hezbollah Secretary-General Sheikh Naim Qassem reiterated the group’s commitment to confronting Israel through steadfastness, saying that heavy sacrifices and significant loss of life did not amount to defeat.

Ministerial sources close to the presidency said Qassem’s remarks were not new but rather part of the approach Hezbollah has been pursuing.

The sources told Asharq Al-Awsat that while Qassem’s remarks on Monday were “not related to the president’s statements,” they reflected “the narrative adopted by Hezbollah officials” and represented a practical rejection of the dialogue proposed by Aoun, as well as initiatives launched by several parties.

The 20-year-old Moroccan international scored his first two goals for Strasbourg as they came from behind to beat Lens 2-1 in Ligue 1. Yassine levelled early in the second half through a deflected shot and won the match with a 85th-minute volley.
