Israel's Prime Minister Benjamin Netanyahu, facing a difficult reelection campaign at home, addresses the UN Thursday where he is expected to lash out at both enemies as well as allies that have crossed him in recent months.

Netanyahu will also likely raise the case of Israeli ambassador to Washington Yechiel Leiter whose son, a soldier, was badly injured in an alleged Palestinian ramming attack in the occupied West Bank, reported AFP.

Foremost among Netanyahu's enemies in New York is the city's leftist Mayor Zohran Mamdani who recently vowed to execute an ICC arrest warrant when the visiting leader arrived in the city for the UN's signature gathering.

The Hague-based International Criminal Court (ICC) said in 2024 it had reasonable grounds to believe Netanyahu was responsible for alleged war crimes in his Gaza campaign that responded to Hamas' deadly October 7, 2023 attacks. Netanyahu denies the ICC claims.

But Mamdani later conceded he did not have the authority for such a maneuver, leading to howls of indignation from Netanyahu and his backers.

Ahead of his turn at the UN's signature diplomatic week, Netanyahu said he was going to "tell the truth about you," addressing Mamdani and accusing him of "supporting the Hamas terrorist monsters."

He also baselessly accused Mamdani of "inciting riots against New York Jews."

Mamdani, who has long supported Palestinian rights and accused Israel of war crimes, fired back Tuesday and said "we all know that what the prime minister has said in that video is not true."

One of Netanyahu's fiercest critics, Palestinian president Mahmud Abbas, will not be in the room after Washington denied him a visa to attend.

Erstwhile allies of Israel Britain and France will likely be in Netanyahu's firing line Thursday.

Britain has imposed limited sanctions on Israeli exports from the occupied West Bank, a move France recently followed on.

French President Emmanuel Macron drew Israel's ire for claiming Hamas was not active in the West Bank. Hamas' stronghold has traditionally been Gaza.

Netanyahu's office attacked "the gross absurdity of the claim," adding Hamas attacks "Jews almost every day."

"They have murdered countless Israeli civilians in Judea and Samaria," it added, using the Biblical name for the West Bank, which Israel seized in 1967.

Netanyahu already had poor relations with Macron, who led a push by Western nations at last year's UN General Assembly to recognize a Palestinian state.

Iran, which Israel and the United States have been at war with since launching attacks in February, will almost certainly feature in Netanyahu's speech.

Israel is insisting Washington take more comprehensive military action in Iran to prevent Tehran from obtaining nuclear weapons.

- Ferocious criticism of UN -

But the war is unpopular with the US public, and gas prices have surged in its wake.

Israel's ambassador to the UN Danny Dannon said after Iran's president spoke Wednesday that Tehran "arms Hezbollah in Lebanon, the Houthis in Yemen, Hamas in Gaza and Judea and Samaria, and militias in Iraq."

He called it a "regime that murders its own citizens when they dare to protest against it."

Netanyahu will almost certainly criticize the United Nations and its outgoing leader Antonio Guterres of whom he has been a persistent critic, even more so since the October 7, 2023 Hamas attacks on Israel.

Unusually, Guterres this week referenced in full the title of legally binding International Criminal Court measures that accuse Israel of "genocide" in Gaza.

Netanyahu's government has repeatedly accused a UN agency of providing cover for Hamas militants, claiming that some of its employees took part in the group's attack on Israel that sparked the war in Gaza.

Despite a US-brokered ceasefire in October 2025, Israel has continued its airstrikes and restricted entry of equipment that international groups say is required for the territory's reconstruction to begin.

Acting Commissioner-General of the UN's Palestinian refugees agency Christian Saunders told AFP this week Israel was being "extremely difficult" about letting in vital supplies like engine oil to Gaza for relief operations while permitting luxury commercial products.

"I think (the Israeli government) are trying to show the Israeli public why they should re-elect them," Saunders added.

As in past years when Netanyahu has addressed the UN General Assembly, he faces protest both inside and outside -- from delegations leaving the meeting in opposition to his policies, and demonstrators gathered nearby.

Israelis go to the polls on October 27.

‘Death Boats’: Clandestine Boatbuilding Thrives Along Migration Routes from Libya

Boats used to carry irregular migrants from Libya to Europe have become part of a clandestine market growing alongside people smuggling.

Smugglers are gradually moving from boats brought in from abroad to vessels built in Libya and outfitted specifically for sea crossings, security officials and rights advocates say.

Libyan authorities regularly announce the discovery of clandestine workshops or factories making boats for irregular migration, widely known as “death boats.”

The raids point to continued smuggling activity in coastal areas across both western and eastern Libya.

Photographs released over the years by security agencies on both sides of the country offer a glimpse of the workshops. Often abandoned or secluded sites, they contain wooden planks, engines and manufacturing equipment, as well as finished boats and others still under construction.

In some cases, security agencies have burned seized boats and components after raids to prevent their reuse in migrant smuggling.

The workshops are scattered across coastal cities near departure points for irregular migration, according to monitoring by the Benghazi Center for Migration Studies.

Some are carpentry shops or simple premises near the coast that have been converted to boatbuilding, the center’s head, Tarek Lamloum, told Asharq Al-Awsat.

In Zuwara, for example, authorities found a coastal property that had been turned into a workshop for wooden boats.

Earlier this September, authorities found two facilities making migration boats in Tobruk, in the east, and Sirte, along with boats and manufacturing equipment.

Similar sites had previously been raided in western Libya, including Tajoura in Tripoli, Khoms and al-Qawiya. Authorities found two facilities in Misrata last year.

Boats of every type

The discoveries, stretching from Misrata and greater Tripoli in the west to Sirte and Tobruk in the east, show that local boatbuilding continues across a wide area. They also come as migration routes and smuggling methods have changed in recent years.

Lamloum pointed to workshops concentrated in eastern Libya, particularly in Tobruk, Bir al-Ashhab and areas near the Egyptian border. Some wooden boats have historically been linked to Egypt, he said, whether through the boats themselves or the workers and expertise used to build them.

As the migration route from eastern Libya toward Crete and Greece expanded, local boatbuilding workshops also appeared in the region. Boats, including inflatable craft and locally made vessels, are smuggled from western to eastern Libya, reaching Tobruk and nearby departure points.

The market is therefore not a collection of separate local markets, Lamloum said. An internal supply network connects different parts of Libya and provides the boats and equipment needed for crossings.

He said his assessment draws on accounts from people who made the sea journey, as well as UN reports and published investigations into migration and smuggling routes.

Vessels used for the crossings include wooden and fiberglass boats, inflatable craft and old fishing boats bought for reuse. In recent years, boats built specifically for migration journeys have also appeared.

Their quality varies widely, and some are made cheaply without the standards required for fishing boats or ordinary seagoing vessels.

Their sizes and capacities vary too. Some carry dozens of people, while larger wooden boats can hold far more. “There is no single model that can be described as the Libyan migration boat,” Lamloum said.

Harsh crossings

Since the fall of former President Moammar al-Gaddafi’s government in 2011, Libya has remained both a destination and a transit country for migrants. Its role in Mediterranean migration routes to Europe subsequently grew.

About 936,000 migrants were in Libya in January and February, according to the latest figures from the International Organization for Migration’s Displacement Tracking Matrix.

As the smuggling of irregular migrants expanded, the boats themselves became a commodity in that economy.

A security source told Asharq Al-Awsat that a well-made wooden boat costs about 50,000 Libyan dinars, or roughly $5,000, without an engine. Lamloum agreed with the estimate, taking exchange rates and the cost of materials and engines into account.

Migrants and refugees often describe harsh crossings. Boats are frequently unseaworthy or overcrowded, increasing the risks for those aboard.

Mohamed K., a 25-year-old Egyptian who later settled in Italy and regularized his legal status, still remembers a journey he made on one of the boats years ago.

“The wooden boat was falling apart. There were about 85 people aboard, packed together without room to stand, and everyone was waiting either to arrive or to die at any moment,” he told Asharq Al-Awsat.

Departures from Tobruk and its surroundings toward Italy increased from mid-2022, sometimes using large vessels carrying 400 people or more, according to the Global Initiative Against Transnational Organized Crime.

As controls on those journeys tightened, smugglers changed tactics in late 2023, turning to smaller boats that were harder to detect, the organization said.

Related businesses, including supplying and outfitting boats and transporting them to departure points, flourished alongside the smuggling trade.

“There are those who finance, those who build, those who import boats and engines, those who transport them between cities, those who provide the captain and those who secure the departure point,” Lamloum said.

“It is no longer simply a smuggler buying a boat from a fisherman,” he said. “We are now looking at a supply chain and an entire economy linked to migration journeys.”

On behalf of the Minister of Foreign Affairs, Adviser and Special Envoy to the Foreign Minister for Negotiations and Peace Efforts Dr. Manal Radwan participated in a high-level roundtable titled “From Sharm El-Sheikh to Phase II – Consolidating Peace and Early Recovery", the Saudi Press Agency reported on Thursday.

Hosted by Egypt and co-chaired by France, Germany, and the European Commission, the meeting was held at the headquarters of Egypt’s Permanent Mission to the United Nations, with the participation of regional and international partners, representatives of various UN organizations, and members of the Board of Peace.

Dr. Radwan commended Egypt’s efforts to support the cessation of hostilities, the humanitarian response, early recovery, and reconstruction in Gaza Strip. She emphasized the need for all parties to fully commit to the outcomes of the Sharm El-Sheikh Summit, complete the first phase, and proceed with implementing Phase Two of President Trump’s Comprehensive Plan and UN Security Council Resolution 2803, in a manner that reinforces Palestinian ownership.

She noted that the King Salman Humanitarian Aid and Relief Center (KSrelief) has implemented approximately 160 projects in Palestine valued at nearly $500,000, 000, while the Kingdom of Saudi Arabia has provided $120 million in direct support to the Palestinian government, in addition to its ongoing support for UNRWA.

She expressed deep concern regarding the deteriorating humanitarian situation as winter approaches, stressing the need for aid to enter without obstacles or preconditions, and rejecting the politicization of the humanitarian situation or its use as a tool for pressure or the displacement of Palestinians. She concluded by reaffirming Saudi Arabia’s commitment to working with its partners to accelerate early recovery, in a manner that preserves the unity of Palestinian territory, strengthens the institutions of the Palestinian National Authority, and paves the way for a just and lasting peace.
