السعودية تعزز البيئة الاستثمارية لتمويل المشروعات الثقافية

أطلق الصندوق الثقافي السعودي، شراكة مع القطاع الخاص‬ لتعزيز البيئة الاستثمارية في القطاع الثقافي، وفتح فرصة التمويل الجماعي لأول المشروعات الإبداعية، وهو شركة «بيهايف» التي تعنى بتوفير بيئة ملهمة لرواد الأعمال وأصحاب الفنون، والتي بدأت جولتها الاستثمارية بقيمة 3 ملايين ريال سعودي.
ويسعى صندوق التنمية الثقافي في السعودية، الذي تمّ تأسيسه برأسمال يبلغ نصف مليار ريال (نحو 133.32 مليون دولار)، إلى دعم التنمية الثقافية، واستدامتها عبر تخصيص تمويل مستدام من القطاعين العام والخاص بآليات تمويل مثلى لدعم المشروعات الثقافية وضمان نجاحها.
ويعمل الصندوق على تعزيز فرص التمويل الجماعي والاستثمار في القطاع الثقافي، لتنمية المنشآت الصغيرة والمتوسطة للنهوض بالقطاع الثقافي وازدهار الفنون واستدامتها، وتطوير المشروعات الثقافية الواعدة، وتوفير السيولة لإنعاش الحركة الإبداعية، على أن يتكفل الصندوق بتغطية أتعاب الترتيب والطرح في المنصات الاستثمارية.
ويتحفز القطاع الثقافي السعودي لمرحلة من ازدهار الفنون والثقافة والإنتاج الإبداعي، بالتزامن مع خطط الاستثمار في القطاع، وتعزيز دوره في جودة الحياة والتنمية الاقتصادية المستدامة.
وقالت فاطمة الراشد، رئيسة الاستراتيجية في مركز إثراء الثقافي العالمي، إن استدامة المشروعات الثقافية، من أكثر التحديات التي يواجهها القطاع، وتحاول المؤسسات أن تعالج هذا التحدي بالكثير من الوسائل التي تضمن استمرار الإنتاج، مشيرة إلى أن الطلب على المنتج الثقافي أكثر من العرض، الأمر الذي يتطلب جهوداً لتنمية المبادرات وتطوير المشروعات وتشجيع الإنتاج والمواهب، بوصفها صانعة المشهد ومادته.

وأشارت الراشد إلى أن المتوقع من المؤسسات الوطنية السعودية المعنية بالشأن الثقافي، هو دعم قطاع الثقافة الواعد والمواهب الناشئة والقدرات الشبابية والمحتوى الثقافي والإبداعي؛ حيث يسهم في تعزيز نمو القطاع الإبداعي وتوسيع دائرته من خلال خلق الوظائف وتقديم قيمة مضافة للاقتصاد الوطني، وصناعة الابتكار تماشياً مع رؤية المملكة 2030 في التحوّل إلى اقتصاد المعرفة، من خلال البرامج الرائدة والحاضنات المعرفية التي تنتشر في مناطق المملكة.
وأضافت: «نلمس بوضوح اتساع رقعة الجمهور الثقافي بشكل عام، بيد أنه يحتاج إلى وقت حتى يصل إلى مرحلة يكون فيها هذا الجمهور محفزاً ومستهلكاً للمنتج الثقافي، وهو ما يخلق صناعة إبداعية تدعم الاقتصاد وترتكز قاعدته على نضوج القطاع الثقافي الذي يقوم على المنتج والمستهلك معاً، ويمكننا القول إن هذا الأمر وقتي بالنظر إلى تدفق الدعم الحكومي وتعزيز دور القطاع الثالث، ليصل القطاع الثقافي بعد ذلك لهذه المرحلة بشكل سريع».
من جانبه، قال الكاتب رائد العيد إن رؤية المملكة 2030 تجعل الثقافة عنصراً رئيسياً في تواصل الناس فيما بينهم، والاعتماد عليها كرافد قوي للاقتصاد، وإن هذين الهدفين لا يمكن تحقيقهما بالوسائل التقليدية للتعاطي مع الثقافة، فإنسان اليوم أكثر ديناميكية من السابق، ما يستدعي فتح آفاق جديدة للصناعات الثقافية والإبداعية.
ولفت العيد إلى أن السعودية تمتلك تاريخاً طويلاً مع الثقافة، إضافة إلى العديد من الطاقات البشرية المبدعة في مختلف المجالات الثقافية والإبداعية، وأنها بحاجة إلى الكثير من الجهد للاستفادة من الطاقات الموجودة في توجيه الأجيال الجديدة ونقل خبراتها. وعن الوصفة المثالية التي يقترحها، قال العيد: «هي تمكين العاملين في المجال الثقافي من أدوات (الابتكار الثقافي) التي تساعد في بلورة أفكار جديدة قادرة على المنافسة وتمنح إضافة نوعية للناتج المحلي، والوصول إلى المستفيد النهائي وإدماجه في الفعل الثقافي وليس التعامل معه كمتلقٍ سلبي، بالإضافة إلى التأهيل على (الإدارة الثقافية) للفاعلين في الوسط الثقافي، وبناء التشريعات والسياسات والجهات الحكومية الداعمة والجهات الخاصة المساهمة والفاعلين الثقافيين المستقلين».

Oil prices fell more than $1 on Thursday, extending a streak of losses, on expectations that talks between Iran and Qatar might open the Strait of Hormuz and reduce supply disruptions from the Middle East war.

Brent crude futures were down $1.36, or 1.55%, to $86.48 a barrel at 0800 GMT, in line for a fourth day of declines. West Texas Intermediate crude futures fell $1.40, or 1.7%, to $80.83, in line for a fifth ‌day of ‌losses, Reuters reported.

"Oil has weakened again today as the market prices ‌in ⁠rising expectations that a ⁠deal could materialize which would increase shipping numbers through the Strait of Hormuz," KCM chief market analyst Tim Waterer said.

"If Hormuz were to reopen more fully, a further leg lower in crude is possible, but the market is unlikely to price a complete return to pre-conflict levels overnight."

Qatar's prime minister will head to Iran on Thursday to relaunch diplomatic talks to end the conflict, which is nearly six ⁠months old.

The visit comes as the war nears its ‌sixth month with fighting largely paused but ‌no diplomatic breakthrough in sight. Both sides are at odds over control of the Strait ‌of Hormuz, a chokepoint for global oil supplies that Tehran has used ‌as leverage.

The strait, which handled about one-fifth of global daily oil and liquefied natural gas supplies before the conflict began in late February, has been at the center of concerns over global energy supplies because of its critical role as a transit route for exports ‌from major Gulf producers. Shipping traffic at the strait rose slightly on Wednesday despite the standoff, data showed.

A senior Iranian ⁠source on Wednesday ⁠said Iran and Oman were working on finalizing details of an agreement to control the Strait of Hormuz, after Iran's Revolutionary Guards said the two countries had agreed how to share the waterway.

The US has halted its attacks on Iran for about a month and is seeking to impose greater economic pressure on Iran, which has raised investors' expectations for an easing of the Gulf supply disruptions.

"At the heart of the dispute remains Iran's nuclear program and that is unlikely to be resolved quickly ... Iran also understands the importance of its geographical position and the leverage that the Strait of Hormuz provides, so the risk of prolonged uncertainty remains," said Priyanka Sachdeva, head of market insights at Phillip Nova.

Gold prices drifted higher on Thursday as so-called dollar debasement fears lingered, while attention shifted to highly anticipated remarks from US Federal Reserve Chair Kevin Warsh this week.

Spot gold was up 0.4% at $4,611.16 per ounce by 0630 GMT. US gold futures rose 0.3% to $4,664.50, Reuters reported.

The dollar-debasement narrative, coupled with concerns about the US budget deficit, remains supportive of gold in the medium term, said Kelvin Wong, a ‌senior market ‌analyst at OANDA.

Gold prices rose over 5% ‌last ⁠week after the ⁠US Treasury's move to expand buybacks of older long-dated bonds, which renewed dollar-debasement fears.

Warsh's remarks at the annual Jackson Hole symposium in Wyoming on Friday are expected to be closely watched for further direction.

"The market is awaiting the speech for greater clarity on how the Fed will navigate the current economic landscape. ⁠If he does not provide specific forward-looking monetary ‌policy guidance, current market pricing for ‌rate hikes is likely to remain largely unchanged," Wong said.

Markets see ‌a 36.1% probability of a September US rate hike and ‌a 72.1% chance by December, according to the CME FedWatch Tool.

Data on Wednesday showed that annual US inflation held steady in July, well above the Fed's 2% target, and the unexpected pause in the ‌decline from a recent Iran war-induced peak is likely to intensify the central bank's debate ⁠over whether rates ⁠should be lifted or held steady. On the geopolitical front, Qatar's prime minister will visit Tehran to relaunch diplomacy after the US and Iran traded recriminations over Washington's promise to increase economic pressure on Tehran.

Gold is considered a hedge against geopolitical and economic risks, but higher interest rates can diminish its appeal as it pays no interest.

"The $4,700 area remains an important short-term barrier. Gold may need to consolidate within the $4,500–$4,700 range before developing fresh momentum," said Linh Tran, market analyst at XS.com.

Spot silver gained 1% to $68.77, platinum rose 0.5% to $1,837.48 and palladium firmed 0.1% to $1,329.81.

More than 1,300 are Missing in Nepal and Tibet after Catastrophic Floods Caused by Glacier Collapse

Rescue teams searched on Thursday for hundreds of missing people along the Nepal-China border after a catastrophic and deadly torrent of floods and mud swept through several communities a day earlier following a glacier collapse.

The disaster left at least 168 people dead and more than 1,300 missing, including foreigners and pilgrims, and displaced hundreds of people across the Himalayan region.

Videos of the tragedy showed the flood swallowing up people as they tried to escape, and destroying buildings and bridges. On Thursday, drone footage from Nepal showed the scale of the destruction.

The region’s steep valleys are economic lifelines and travel corridors, but are precarious when disaster strikes. Images showed what appeared to be the second floors of buildings in Nuwakot slathered in mud after the torrent rushed by. Debris hung from tree branches and wires, vehicles were buried and some stunned survivors were caked in mud. The floods halted travel in some areas.

There was little time for anyone to flee.

Resident Jaleshwar Kumar Sahni received a phone call on Wednesday morning from an area close to the border that a lot of water was flowing through there, and later the flash floods destroyed everything in just 15 minutes.

“We don’t have anything left,” he said.

Warming climate threatens communities

The Himalayan mountain range spans several countries in South Asia and has many of the world’s highest peaks and remaining glaciers.

The steep slopes and the lush valleys below the Himalayan mountain range are especially vulnerable to flooding and landslides, and extreme weather events. Melting glaciers have become more common because of warming because of human-caused climate change.

Researchers in Kathmandu found earlier this year that glaciers across the Hindu Kush Himalaya region are melting faster, with ice loss rates doubling since 2000.

Helicopters deployed as roads were damaged

The disaster has left at least 165 dead and 826 people missing in Nepal, and three dead and 558 missing in Tibet, authorities said.

Nepalese officials said that dozens of bridges were destroyed and nearly 40 kilometers (25 miles) of roads were damaged, complicating search efforts.

The Nepalese army has rescued more than 100 people from flood-affected areas through helicopter operations on Thursday morning, army spokesperson Brig. Gen. Raja Ram Basnet said.

At least eight foreign nationals were airlifted to the country’s capital, Kathmandu, he said, adding that army teams also evacuated people trapped inside facilities linked to the Trishuli hydropower project.

Rescuers found bodies hundreds of kilometers downstream from the disaster zone in Chitwan district. Dozens of injured people have been transported to Kathmandu for advanced medical care.

Bishal Kumar Bhandari, chairman of the Nepal Red Cross Society, said they have shifted focus from rescue to large-scale relief operations in the flood-hit districts. He said that around 1,200 people were displaced from at least three villages.

In Tibet, a mudslide that struck near the land border crossing of Gyirong Port on Wednesday left mud in the surrounding areas more than 1½ meters (5 feet) deep on average, with some road sections exceeding 2 meters (6 feet), Chinese state broadcaster CCTV reported. Roads leading to the port were all damaged, while secondary collapses or landslides might occur as rain continued in the area, it added.

CCTV said that a barrier lake has also been discovered in the direction of the port, posing challenges to the rescue operation. Chinese authorities deployed a large military transport aircraft to send a team to the region, it said.

While electricity supply and communication resumed in the central urban areas in Gyirong town, those linked to the port were cut off, it said.

Hundreds of foreigners are missing

According to Nepal’s Tourism Board, 517 of the missing people in the country were foreigners and 178 of them were from India. It wasn't immediately clear how many missing Indian nationals were on a pilgrimage to Mount Kailash in Tibet, a sacred site for Hindus.

More than 60 of those unaccounted for in Nepal were from the US and the rest were from 30 other countries, ranging from Ukraine and the UK to South Africa and Japan, the Tourism Board said.

In addition, China’s Ministry of Foreign Affairs spokesperson Lin Jian said that nearly 100 Chinese citizens were missing on the Nepal side. CCTV earlier reported 260 of those missing in Tibet were foreigners.

Experts say glacier collapse caused devastating floods

The US Geological Survey first reported a magnitude 4.4 earthquake early Wednesday, about 66 kilometers (41 miles) north of Kathmandu, near the border.

The USGS later updated its analysis to say the seismic event it measured was a magnitude 5.2 glacier collapse that sent debris flowing downstream with catastrophic impact on communities. It said its determination was based on data from nearby seismic stations, long period seismic waves and satellite imagery, and that no earthquake had occurred.

Climate experts at the Kathmandu-based International Center for Integrated Mountain Development said an avalanche from a glacier likely caused Wednesday’s flash flood.

“Hydrological observations indicate the exceptional speed and magnitude of the flood wave,” they said in an emailed statement, noting that water levels at one point on the Trishuli river rose by as much as 9 meters (27 feet) over half an hour.

The Lhende Khola River, a tributary of the Bhotekoshi, had maximum flooding, they said.

The disaster in Nepal and Tibet is not a one-off. The increasingly unstable Himalayan ice system threatens communities, infrastructure and water supplies across one of the world’s most densely populated regions.

The region saw similar flash floods in August 2025, when a glacial lake in Tibet overflowed because of high temperatures. Nine people were killed, and critical infrastructure, including a bridge connecting Nepal and China, was damaged.
