العلاقات السعودية ـ التركية والعمق الاستراتيجي المشترك

اختتم الأمير سلمان بن عبد العزيز ولي عهد المملكة العربية السعودية زيارته إلى تركيا التي انتهت بالتوقيع على عدد من الاتفاقيات المهمة تشمل الجوانب السياسية والاقتصادية والعسكرية. وقد كان واضحا من خلال حجم اهتمام صانعي القرار في أنقرة وكذلك تغطية وسائل الإعلام، ما تبديه تركيا من أهمية لتطوير علاقاتها مع السعودية. وفي الواقع، فإن المتتبع لمسار العلاقات التركية - السعودية سيلاحظ أنه في السنوات الأخيرة شهدت تطورا ملحوظا جرى التعبير عنها في تبادل الزيارات على أعلى مستوى.
الجغرافيا السياسية للبلدين وكذلك تقارب سياساتهما الخارجية في عدد من القضايا الدولية جعلاهما تشكلان عمقا استراتيجيا بعضهما لبعض، فالسعودية تتصل بروابط استراتيجية تشمل الجزيرة العربية، والعالم العربي، والشرق الأوسط، والمحيط الهندي، كما تعتبر أيضا محور الطرق البحرية والجوية بين أوروبا والشرق الأوسط وغرب آسيا وجنوب شرقي آسيا. تركيا بدورها تقع في منطقة حيوية للاستراتيجيات الدولية والإقليمية، إذ تعد نقطة التقاء بين منطقة البلقان والشرق الأوسط والقوقاز وآسيا الوسطى.
وخلال مرحلة الثمانينات فرضت الحرب العراقية - الإيرانية والحرب في أفغانستان على كل من الرياض وأنقرة لأن تعطيا أبعادا استراتيجية لعلاقاتهما، وهو ما فهم آنذاك في الزيارة التي قام بها وزير الدفاع التركي إلى السعودية عام 1984 والتوقيع على اتفاقية للتعاون العسكري بين البلدين، شملت تطوير الصناعة العسكرية برأسمال سعودي وخبرة تركية. أنقرة كانت في حاجة إلى إضعاف إيران (خصمها التاريخي)، خصوصا أمام مخاوفها من امتداد آثار «الثورة الخمينية» إلى الداخل التركي، وذلك على الرغم من أنها ظهرت في موقف «الحياد» تجاه الحرب الإيرانية - العراقية.
وجدت أنقرة والرياض نفسيهما مرة أخرى أمام وضع جيوستراتيجي جديد بسبب الغزو العراقي للكويت، وشكلت هذه الحرب محطة أخرى للتقارب الاستراتيجي بين البلدين، بل إن هذه الحرب يمكن اعتبارها إحدى المحطات الرئيسة التي جعلت أنقرة تنفتح بشكل أكبر على المنطقة العربية بسبب ما كانت تحمله من دلالات لأمنها القومي عبر «أكراد العراق».
ومع بداية القرن الواحد والعشرين ستتأزم المنطقة من جديد بسبب الغزو الأميركي للعراق عام 2003، ولكن التحدي الأكبر بعدها هو دخول إيران بقوة في المعادلة العراقية، مما شكل تهديدا لمصالح دول الجوار، وما التوتر بين حكومة المالكي وأنقرة إلا أحد مظاهر ذلك التحدي. وفي الواقع، فإن التوافق التركي - السعودي في القضايا الاستراتيجية يعود في جزء منه إلى وقوف السعودية إلى جانب تركيا في محطات حساسة لأنقرة، من قبيل المسألة القبرصية وما تعرضت لها الأقلية التركية في بلغاريا من اضطهاد. وبالإضافة إلى ذلك فإن البلدين لهما وجهات نظر متقاربة بخصوص باكستان تترجمه عضويتهما المشتركة في مجموعة «أصدقاء باكستان الديمقراطية». وفي هذا السياق شاركت المملكة العربية السعودية وباكستان لأول مرة في مناورات «صقر الأناضول» الجوية في يونيو 2011 في قونيا بتركيا، كما شاركت البلدان الثلاثة خلال هذا الشهر في مناورات «صقور السلام الأول» في قاعدة الملك فهد الجوية بالمملكة العربية السعودية.
التقارب الاستراتيجي بين البلدين فرضته أيضا في الفترة الأخيرة الأزمة السورية بما لها من تداعيات أمنية على المنطقة بأسرها، ولذلك كانت هذه المسألة على رأس جدول الأعمال في زيارة ولي العهد السعودي لأنقرة، خصوصا في ظل الحديث عن الإعداد لمؤتمر «جنيف 2»، ويبدو أن البلدين يسعيان إلى تنسيق مواقفهما قبل هذا المؤتمر، لا سيما أن النظام السوري يسعى إلى تغيير الوقائع على الأرض من خلال الاستعانة في المعارك بحزب الله اللبناني وتصدير الأزمة إلى لبنان وتركيا. وهذا ما يفسر دعوة مجموعة أصدقاء سوريا الأخير في الأردن إلى أن تنسحب عناصر حزب الله وإيران من سوريا فورا. وفي هذا الإطار لا يخفى أيضا الانزعاج التركي من رفض مقترحها بإنشاء منطقة لحظر الطيران في سوريا عندما زار رئيس الوزراء التركي طيب رجب أردوغان واشنطن خلال الشهر الحالي.
المنطقة مقبلة أيضا على تحريك المفاوضات العربية - الإسرائيلية في ظل المعادلة الجديدة التي فرضتها التطورات في منطقة الشرق الأوسط، خصوصا مع احتمال عودة تركيا لتلعب دورا في هذا الملف بعد الاعتذار الإسرائيلي لأنقرة بخصوص حادثة سفينة مرمرة. هذا بالإضافة إلى أن الصين دخلت بقوة هذه المرة في ملف القضية الفلسطينية باقتراحها مبادرة قائمة على أربعة مبادئ يمكن أن تؤدي إلى تعديل في مبادرة السلام العربية التي سبق أن اقترحتها المملكة العربية السعودية.
باختصار إن التطورات الرئيسة التي عرفتها وتعرفها منطقة الشرق الأوسط تجعل تركيا والسعودية دائما في وضع يفرض عليهما تعميق العلاقات الاستراتيجية بينهما، غير أنه في السنوات الأخيرة بدأت تتجه هذه العلاقات في سياق سعي البلدين لتوسيع تأثيرهما المشترك في مسار العلاقات الدولية. وفي هذا الإطار يسعى البلدان إلى الاستفادة من إمكانياتهما الاقتصادية لتحقيق هذا الهدف، ولذلك كانت المسائل الاقتصادية من بين أهم الملفات التي طرحت في محادثات البلدين.

G7 foreign ministers on Monday called on Iran to end its arming and support of Houthis in Yemen, which they said constituted a dangerous pattern of escalation that risked undermining international trade ⁠and creating global instability.

“We condemn in the strongest terms the unacceptable continued strikes carried out by the Houthis in Yemen and against the Kingdom of Saudi Arabia,” the ministers of Britain, Canada, France, ⁠Germany, Italy, Japan and the United States said in a statement after a meeting on the sidelines of ⁠the UN General Assembly.

“We call on the Houthis to immediately cease all ⁠military actions, all threats and attacks against civilian shipping, and ⁠to return to the political process in good faith,” they added.
The G7 statement comes ahead of the annual General Assembly in New York, where senior Iranian officials are due to speak.

On Monday, the United Nations condemned the continued cross-border attacks by the Houthis against the Kingdom, including an attempted attack on Riyadh and attacks on civilians and energy infrastructure, calling on all parties to exercise restraint and prevent any further escalation.

During a press briefing, spokesperson for the Secretary-General Stephane Dujarric expressed deep concern over the ongoing military escalation in and around Yemen, including Houthi offensives in Taiz, Lahj, and Marib, and their grave consequences for civilians in Yemen and across the region.

Dujarric stressed the need to uphold obligations under international humanitarian law, including the prohibition of direct attacks on civilians and civilian infrastructure.

Every day, veterinarians and zookeepers make their way to Cuba's National Zoo by whatever means they can, determined to not abandon the nearly 1,000 animals in their care and help save species at risk of extinction.

Their dedication and food donations are vital to keeping alive an array of rhinos, jaguars and tigers -- including an extremely rare white tiger -- in the midst of a severe crisis that has left many Cubans struggling to feed themselves.

Just getting to the reserve situated 20 kilometers (12 miles) from central Havana is a headache for staff, as public transportation has come to a near standstill nine months into a US fuel blockade.

"The workers come by bicycle, pedal scooter or electric motorbike to ensure the animals have food and water every day," said Yoel Machado, the zoo's animal welfare manager.

Their efforts are about more than keeping the animals fed.

The 345-hectare (850-acre) park serves as a genetic reserve of international conservation importance, housing breeding populations of vulnerable or endangered species, including black and white rhinos, hippos and jaguars.

Yet the same crisis that has left workers scrambling to source meat, medicine and water has forced the zoo to curb reproduction programs and increasingly rely on handouts to sustain its animals.

During a recent visit by AFP, two Bengal tiger cubs, one an extremely rare white specimen, frolicked in their enclosure beneath the watchful gaze of their mother, oblivious to the strenuous efforts made to keep them alive.

AFP did not see any animals that appeared malnourished or ill, but Angel Cordero, the veterinarian in charge of big cats, said the tiger cubs "could be in better shape."

He revealed he needed to ration their food to prevent it from running out.

"It's no use giving them plenty if it only lasts three days," he said.

Big cats need about seven kilograms (15 pounds) of meat per day per adult, but such quantities are hard to come by.

Even when it is available, recurring blackouts of up to 30 hours at a stretch make it difficult to preserve.

With fuel extremely scarce, there's also the issue of how to distribute food in a nature reserve the size of New York's Central Park.

For now, private donors have come to the rescue for the zoo's various needs.

Every Monday, Ana Fernandez, a Cuban-American woman born in Tennessee who has been living in Cuba for nine years, donates meat.

"The animals shouldn't have to suffer," the 50-year-old said, though she added that "some days it's not enough for all of them."

Recently, the reserve went 23 days without electricity, which meant it also lacked running water.

The staff "didn't just sit around waiting for things to fall from the sky," the zoo's director Juan Carlos Corella said.

"We looked for solutions, water trucks were brought in, and we found food for the animals almost daily," he said, while admitting that keeping the park open has become "very difficult."

An exodus of vets has added to the zoo's woes.

More than a third have left for better-paying jobs elsewhere, mostly in Cuba's burgeoning private sector.

Some wait tables in cafes while others work for private veterinary clinics.

The zoo is home to the only breeding group of black rhinos outside of Africa, as well as a large population of white rhinos, the largest herd of Grant's zebras in the Americas and hippos that regularly bear calves.

"Here we have a high genetic value, and one of immense international importance," Machado, the animal welfare manager, explained.

However, the crisis has forced the park to slow down its breeding programs.

The reason is simple: each new offspring requires more food, medicine, and staff.

"We can't keep increasing the number of animals," Machado said, adding that he preferred to ensure the current population was "as well cared for as possible."

And yet life keeps renewing itself, regardless.

In recent months the zoo has welcomed baby tigers, hyenas, jackals, and a black dromedary named Esperanza (Spanish for "Hope"), the first of its kind born in Cuba in three decades.

Kuzey Kore, bugün gerçekleştirdiği son füze denemelerinin “büyük önem taşıyan” yeni bir silah sistemini kapsadığını açıkladı. Yayınlanan görüntülerde ise daha önce hipersonik olarak tanımladığı bir füzenin fırlatıldığı görüldü.

Kuzey Kore lideri Kim Jong-un, söz konusu silahın geliştirilmesinin ülkesinin savaşa hazırlık kapasitesini güçlendireceğini ve düşmanlarına “tedavisi olmayan bir baş ağrısı” yaşatacağını söyledi. Şarku’l Avsat’ın Resmî Kore Merkezi Haber Ajansı’ndan (KCNA) aktardığına göre Kim, silahın niteliğine ilişkin ayrıntı vermedi.

Kim, pazar günü yapılan denemeleri, kendisine büyük ölçüde muhtemel halef olarak görülen kızıyla birlikte izledi. Güney Kore ordusu, Kuzey Kore’nin pazar günü ülkenin doğusundaki kıyı kenti Wonsan’dan üç saat arayla iki kısa menzilli füze fırlattığını tespit etti.

Güney Kore Genelkurmay Başkanlığı, füzelerin deniz yönünde yaklaşık 450 ve 600 kilometre (280 ve 370 mil) mesafe katettiğini açıkladı. Japonya ordusu ise füzelerin Japonya’nın münhasır ekonomik bölgesinin dışında kalan sulara düştüğünü bildirdi.

Füze denemeleri, Kuzey Kore’nin son dönemde gerçekleştirdiği askeri güç gösterilerinin parçası. Bu gösteriler arasında gerçek mühimmatla yapılan tatbikatlar ve yeni bir savaş gemisinin hizmete alınması da bulunuyor. Kim, ABD’nin diplomatik sürecin yeniden başlatılması yönündeki çağrılarına rağmen, ülkesinin büyüyen nükleer programını sergilemeyi sürdürüyor.

Yıllarca süren yoğun füze denemelerinin ardından Kim, nükleer silah taşıyabilen geniş bir füze cephaneliğini oluşturmuş durumda. Bu cephanelik, ABD ana karasına ulaşma potansiyeline sahip uzun menzilli silahların yanı sıra, Güney Kore ve Japonya’daki füze savunma sistemlerini aşmak üzere tasarlanan daha kısa menzilli sistemleri de içeriyor.

Pyongyang’ın son yıllarda denediği silahlar arasında, hipersonik olduğu belirtilen çeşitli füze sistemleri de bulunuyor. Bu silahların ses hızının beş katından daha yüksek hızlarda hareket etmek üzere tasarlandığı ifade ediliyor. Hızları ve manevra kabiliyetlerinin bölgedeki hava savunma sistemlerinden kaçmalarını sağlaması bekleniyor. Ancak bazı uzmanlar, Kuzey Kore’nin denemeler sırasında öne sürdüğü hızlara düzenli olarak ulaşıp ulaşmadığı konusunda şüphelerini dile getiriyor.
