The status of a key part of Iran's nuclear program remains unknown while international inspectors have yet to gain access to nuclear facilities, the International Atomic Energy Agency reported on Tuesday, as the country’s six-month conflict with the United States shows no signs of resolution.
IAEA monitors cannot verify the location or status of Iran’s stockpile of near-bomb grade uranium, according to the 11-page restricted report that was sent to member states and cited by Bloomberg and Reuters.
“The agency’s lack of information about this nuclear material and access to facilities to verify it is a matter of proliferation concern,” IAEA Director General Rafael Grossi wrote in the report.
He added that Iran needs to allow inspectors back in “with the utmost urgency.”
The IAEA report on Iran followed Grossi's visit to Washington. It also came as the US launched a new wave of strikes against targets in Iran, increasing tensions as both countries compete for control of the Strait of Hormuz waterway.
Grossi repeated his demands for Iran to allow inspectors to resume their work and called for a negotiated resolution to the US-Iran conflict.
Stockpiles Cannot Be Verified
The report on Iran showed there had again been no progress. Inspectors have yet to return to nuclear sites the United States and Israel bombed in June 2025.
Until those attacks, the IAEA estimates Iran had 440.9 kg of uranium enriched to up to 60% purity, a short step from the roughly 90% of weapons-grade uranium. That is enough material, if enriched further, for 10 nuclear weapons, according to an IAEA yardstick, and Iran also had material enriched to lower levels.
Before the June 2025 strikes, the IAEA reported that Iran held approximately 8,599.6 kilograms of low-enriched uranium alongside over 440 kilograms of highly enriched uranium, according to Bloomberg.
How much of that remains is unclear.
“It is more than a year since the Agency lost continuity of knowledge in relation to the previously declared inventories of LEU (low-enriched uranium) and HEU (highly enriched uranium) enriched up to 60% U-235 at the declared nuclear facilities affected by the attacks of June 2025,” the report said.
“The Agency's lack of information about this nuclear material and access to facilities to verify it is a matter of proliferation concern ... and needs to be addressed with the utmost urgency,” it added.
IAEA inspections of Iran dropped by more than half last year after the country imposed new restrictions following a 12-day conflict in which Israel and the US attacked its nuclear sites.
Inspectors will be allowed to visit Iran's Bushehr nuclear power plant in mid-September, the IAEA reported.
A War that Disrupted the Nuclear Path
Uncertainty around Iran’s nuclear program has exasperated with the war that began on February 28, when the United States and Israel launched attacks on Iran.
Since then, Washington and Tehran witnessed several months of fighting and attempts to negotiate, before reaching a tentative understanding in June. The accord was supposed to allow the agency access to Iran’s nuclear sites and begin a new set of talks on Iran’s nuclear program, but that agreement quickly collapsed.
US President Donald Trump insists that military action is necessary to ensure Iran never acquires a nuclear weapon.
Iran has always denied seeking a nuclear weapon but has never satisfactorily explained to the agency why it has enriched uranium to 60%.
The IAEA report comes before a meeting next week of the agency’s board of governors in Vienna to consider a new resolution censuring Iran.

سعت الولايات المتحدة إلى احتواء الانتقادات المتصاعدة بشأن اتفاقها النفطي مع فنزويلا، إذ رفض وزير الطاقة الأميركي كريس رايت اتهامات بأن واشنطن «تسرق النفط الفنزويلي»، بالتزامن مع توقيع شركات طاقة أميركية وأوروبية اتفاقات جديدة بمليارات الدولارات لتوسيع الإنتاج النفطي وإعادة تأهيل البنية التحتية للطاقة في البلاد.

وقال رايت، خلال وجوده في كاراكاس للإشراف على توقيع الاتفاقات، إن النفط الفنزويلي «مملوك للشعب الفنزويلي»، مؤكداً أن الشركات الخاصة هي التي تجلب رأس المال والتكنولوجيا اللازمة لإنتاجه، بينما تذهب العوائد والامتيازات والضرائب إلى الحكومة والشعب الفنزويلي.
وأضاف أن الاتفاق لا يتعلق بالاستيلاء على النفط، وإنما بتحويل أصول نفطية «خامدة تحت الأرض» إلى إنتاج فعلي من خلال ضخ الأموال والتكنولوجيا اللازمة لتطويرها.
وتأتي تصريحات رايت بعد أيام من اتفاق يمنح الولايات المتحدة سيطرة أغلبية على أكثر من 65 مليار برميل من الاحتياطيات النفطية المؤكدة في فنزويلا، ضمن ترتيبات تمتد لسنوات طويلة وتشمل 17 حقلاً. وقدرت الحكومة الفنزويلية الإيرادات التي يمكن أن تحصل عليها من الاتفاق بنحو 209 مليارات دولار على مدى 25 عاماً.

مليارات جديدة تدخل القطاع
ولم تكتفِ واشنطن بالدفاع عن الاتفاق، إذ شهدت كاراكاس توقيع سلسلة من الصفقات الجديدة مع شركات طاقة كبرى، في خطوة تهدف إلى تحويل الاتفاق السياسي إلى استثمارات وإنتاج فعلي.
وكانت «شيفرون» في مقدمة الشركات التي أعلنت توسيع عملياتها، مع خطة لاستثمار أكثر من 7 مليارات دولار خلال السنوات الخمس المقبلة، وتطوير مساحات إضافية في حزام أورينوكو النفطي، بما يتيح لها أكثر من مضاعفة إنتاجها في فنزويلا إلى نحو 600 ألف برميل يومياً مقارنة بمستويات 2026.
وتشمل خطط «شيفرون»، عبر مشروعها المشترك «بتروإندبندنسيا»، تطوير منطقتي «كارابوبو-1» و«كارابوبو-2 ساوث إيه»، في توسع يضيف حقولاً جديدة إلى محفظة الشركة في حزام أورينوكو.
أما شركة «إيني» الإيطالية، فقد وقعت مع شركة النفط الوطنية الفنزويلية «بي دي في إس إيه» عقداً لمدة 25 عاماً لتطوير حقل «خونين 5»، الذي يحتوي على نحو 35 مليار برميل من النفط المعتمد في مكانه، على أن تتولى «إيني» تشغيل الحقل وإدارته فنياً ومالياً وتجارياً. ويستهدف تطوير الحقل المساهمة في الوصول إلى إنتاج يتجاوز مليون برميل يومياً بحلول 2031.
وفي قطاع الكهرباء، وقعت «جي إي فيرنوفا» اتفاقاً لتحديث وتوسيع شبكة الكهرباء الفنزويلية، وهو ملف يعتبره رايت شرطاً أساسياً لإعادة تشغيل صناعة النفط بكامل طاقتها.

وتخطط الشركة لإضافة غيغاواط واحد من الطاقة الموثوقة خلال أول 24 شهراً، ثم إضافة 5 غيغاواط أخرى خلال السنوات الأربع التالية، مع العمل على محطات التوليد الحرارية والكهرومائية وشبكات النقل والتوزيع والمحطات الفرعية.
النفط والكهرباء... معركة واحدة
ويرى رايت أن إصلاح قطاع النفط لن يكون ممكناً من دون معالجة أزمة الكهرباء، بعدما أصبحت انقطاعات التيار جزءاً من الحياة اليومية في مناطق واسعة من فنزويلا.
وقال إن البلد يحتاج إلى القطاعين معاً، معتبراً أن البنية التحتية الكهربائية الموجودة يمكن إعادة استخدامها ضمن خطة تمتد خمس سنوات.
وتعكس الصفقة الجديدة هذا الترابط؛ فواشنطن لا تراهن فقط على زيادة استخراج النفط، وإنما على إعادة بناء المنظومة التي تسمح بإنتاجه ونقله وتشغيل الحقول والمنشآت المرتبطة به.
وبحسب وزارة الطاقة الأميركية، تستهدف الاتفاقات الجديدة مضاعفة إنتاج فنزويلا النفطي خلال أقل من 5 سنوات، في إطار خطة استثمار أوسع قد تصل إلى 100 مليار دولار
أكثر من مليوني برميل يومياً
ويراهن رايت على أن الاستثمارات الجديدة ستغير حجم الإنتاج الفنزويلي بصورة كبيرة، إذ توقع أن يتجاوز إنتاج البلاد مليوني برميل يومياً بحلول نهاية العقد.
ويبلغ الإنتاج الحالي نحو 1.25 مليون برميل يومياً، بحسب بيانات حديثة، ما يعني أن تحقيق هدف مليوني برميل سيتطلب استثمارات ضخمة وإعادة تأهيل واسعة للحقول والمنشآت والبنية التحتية.
وتقدم واشنطن هذه الزيادة باعتبارها مكسباً مزدوجاً: استعادة قطاع الطاقة الفنزويلي من جهة، وزيادة الإمدادات النفطية المتاحة للسوق العالمية من جهة أخرى، بما قد يساعد على تخفيف الضغوط على أسعار الطاقة.
لكن الطريق إلى هذه الزيادة ليس قصيراً، إذ إن الاتفاقات الجديدة تمثل بداية عملية استثمارية طويلة، وليست إضافة فورية لملايين البراميل إلى السوق.

«ناب» في قلب الصفقة
وفي الوقت نفسه، يظل الاتفاق الأكبر المبرم عبر شركة «نورث أميركان بلو إنرجي بارتنرز » (ناب) محور الجدل، خصوصاً بسبب حصول الحكومة الأميركية على حصة تبلغ 35 في المائة في الشركة التي ستطور مجموعة الحقول النفطية المشمولة بالاتفاق.
وتقود «ناب» الاتفاق إلى جانب رجل الأعمال الفنزويلي أليخاندرو بيتانكورت، الذي أثار دوره تساؤلات بسبب ارتباط اسمه سابقاً بفضيحة في شركة «بي دي في إس إيه».
ودافع رايت عن الشركة وسجلها الإنتاجي، قائلاً إن لديها خبرة ناجحة في إنتاج كميات كبيرة من النفط داخل فنزويلا.
غير أن الانتقادات لا تتعلق فقط بهوية الشريك، بل أيضاً بشروط الاتفاق ومدته، إذ أثارت حقوق التطوير التي تمتد إلى 100 عام على 17 حقلاً، وتضم احتياطيات تبلغ 65 مليار برميل، تساؤلات حول مدى قدرة أي حكومة فنزويلية مستقبلية على الالتزام بهذه الترتيبات.
صفقة نفطية في قلب تحول سياسي
ويمنح الاتفاق واشنطن نفوذاً غير مسبوق على جزء ضخم من ثروة فنزويلا النفطية، في تحول لافت بعد عقود من سيطرة الدولة على القطاع.
وتقول القيادة الفنزويلية المؤقتة إن فتح الباب أمام الشركات الأميركية والدولية هو السبيل لاستعادة الاستثمار والإنتاج، وإن زيادة إنتاج النفط ستنعكس على الوظائف والأجور والخدمات العامة.
أما منتقدو الاتفاق فيرون أن الظروف السياسية التي أُبرم فيها، إلى جانب الضغوط الأميركية، تجعل مستقبله عرضة للتحديات، خصوصاً إذا شهدت فنزويلا تحولاً سياسياً في السنوات المقبلة. وقد أبدت الجمعية الوطنية التي يهيمن عليها الحزب الحاكم دعمها للاتفاق، من دون أن تجري نقاشاً أو تصويتاً رسمياً عليه في الجلسة التي سبقت توقيع الصفقات الجديدة.
وفي هذا السياق، حاول رايت الفصل بين ملف الطاقة والانتخابات، مؤكداً أن خطة إجراء الانتخابات في فنزويلا لم تتغير، لكنها تحتاج إلى استكمال الإصلاحات وتجهيز المؤسسات واستقرار الاقتصاد قبل إجراء الاقتراع.

من الاحتياطيات إلى الإنتاج
وبينما وصف الرئيس الأميركي دونالد ترمب الاتفاق بأنه «أكبر صفقة نفط في تاريخ العالم»، فإن الاختبار الحقيقي للصفقة لن يكون في حجم الاحتياطيات التي أصبحت تحت النفوذ الأميركي، بل في قدرة الشركات على تحويل هذه الثروة إلى إنتاج فعلي.
فالاتفاقات الجديدة تضع للمرة الأولى خريطة واضحة للاستثمار: «شيفرون» بأكثر من 7 مليارات دولار، و«إيني» في «خونين 5»، و«جي إي فيرنوفا» في الكهرباء، و«ناب» في مجموعة الحقول الأكبر.
وبذلك، تحاول واشنطن الانتقال من مرحلة السيطرة على الموارد إلى مرحلة تطويرها، بينما تراهن كاراكاس على أن تدفق رأس المال والتكنولوجيا سيعيد قطاع الطاقة إلى العمل ويولد إيرادات بمليارات الدولارات.
لكن نجاح الرهان سيظل مرتبطاً بسرعة إعادة تأهيل البنية التحتية، وقدرة الشركات على تنفيذ استثماراتها، واستقرار الإطار القانوني والسياسي الذي تقوم عليه هذه الصفقات.

Saudi Finance Minister Mohammed Al-Jadaan took part in the second G20 Finance Ministers and Central Bank Governors Meeting, held under the US presidency of the group in Asheville, North Carolina, on Aug. 31 and Sept. 1, 2026.
The meeting brought together finance ministers and central bank governors from G20 member countries, representatives of invited nations and heads of international financial institutions.
During a session on current economic developments, Al-Jadaan said the global economy had demonstrated resilience in the face of shocks but had also become more vulnerable to risks.
He stressed the importance of strengthening economic resilience by diversifying production alternatives, ensuring adequate inventories and maintaining infrastructure with spare capacity, describing these factors as the first line of economic defense against shocks.
In a session on economic growth, the Saudi finance minister emphasized the need to strengthen economies’ capacity to achieve robust and sustainable long-term growth, noting that constraints on growth vary among economies and evolve as they progress through different stages of development.
He noted that raising growth potential requires identifying the most significant constraints at each stage and then adapting policies and reforms to the nature of those challenges as they evolve.
During discussions on global imbalances, Al-Jadaan said external surpluses and deficits may reflect differences in countries’ economic conditions and structures and do not necessarily constitute imbalances in themselves.
He added that effectively addressing global imbalances requires looking beyond trade flows to consider domestic fiscal and economic conditions as well as the underlying structural factors.
The minister underlined that building a more robust international framework for addressing debt challenges requires not only dealing more effectively with debt crises in vulnerable countries but also limiting the accumulation of debt that does not generate sustainable economic and development returns.
His comments came during a session on sovereign debt. He explained that strengthening countries’ capacity to assess their financing needs and manage debt sustainability is a key pillar in preventing liquidity pressures from developing into deeper debt crises.
Al-Jadaan also participated in a closed-door dialogue with finance ministers, central bank governors and private-sector leaders in the field of artificial intelligence. The session addressed the role of technology in driving innovation, boosting productivity, and strengthening economic growth.
On the sidelines of the meeting, the Saudi finance minister held a series of bilateral talks with counterparts from participating countries and senior officials from international financial institutions.
The discussions covered global economic developments and financial issues of mutual interest, as well as opportunities to strengthen cooperation and exchange expertise in economic and financial fields.
